standards of individual organizations for their internal use.

Non-Government Standards Bodies (NGSBs). National and international scientific,
technical, professional, industry, or other organizations, societies, or associations not organized
for profit which conduct standardization activities and develop, establish, or coordinate NGSs.
3.7
Preparing Activity (PA). DOE Headquarters or field organization that has accepted
responsibility for development, coordination, approval, maintenance, and providing technical
advice for a specific DOE Technical Standard. The PA may use a single individual, a topical
committee, or an ad-hoc committee, or may designate an agent to develop the technical
standard.
3.8
Review Activity (RA). An organization or selected subject matter expert who has a
technical or oversight interest in a standardization document of such a nature that they must
review in-depth and comment on the document to ensure that their requirements are addressed
and included and that the document is technically correct.
3.9
Standardization Areas. Federal standardization categories (primarily used for
standards, handbooks, and technical standards lists) divided by technologies, disciplines, and
practices which do not fall under FSGs or FSCs. These areas are presented in DoD
Standardization Directory SD-1.
3.10 Technical Standards Manager. The person appointed by the Head of his or her DOE
Component to be responsible supporting the preparation and maintenance of standardization
documents and for managing his or her Component's Technical Standards Program.
3.11 Topical Committee. A group of DOE and DOE contractor subject matter experts that
is recognized by the Technical Standards Program. Topical committees are usually organized
by specific technical areas that may have standards development/applications or
standardization implications for DOE. A topical committee can serve as a PA or RA.
