4.3.9 When activities are judged by the safety officer to be an

IDLH (immediate danger in life or health) and/or to involve
an imminent danger condition, the safety officer shall have
the authority to alter, suspend, or terminate those activities.
The safety official shall immediately inform the IC of any
actions needed to be taken to correct these hazards at the
emergency scene.

[EXCEPTION: An owner or operator of a facility from
which there is a transportation-related release may meet
the requirements of this section by providing the
information indicated below in paragraph 4.3.11.1 to the
911 operators, or in the absence of a 911 emergency
telephone number, to the telephone operator. A
transportation-related release means a release during
transportation or storage incident to transportation if the
stored substance is moving under active shipping papers
and has not reached the ultimate consignee.]
4.3.11.1 The notice required under this section shall

include the following to the extent known at the
time of notification and so long as no delay in
notification of emergency response results:
a) The chemical name or identity of any
substance involved in the release.
b) An indication of whether the substance is an
extremely hazardous substance.
