4.5.5 Contractors shall coordinate all acquisitions with the
DOE O 450.1, sec. 5.d.(12),
Department's "Green Acquisition Advocates"
CRD sec. 8;
established pursuant to Acquisition Letter, AL 2000-
03 (superceded by AL-2002-05).

4.5.6 DOE contractor purchase of certain designated items
DOE O 450.1, CRD sec. 4;
shall be only of those composed of the highest
percentage of recovered material practicable,
EO 13101, Sec. 507;
consistent with maintaining a satisfactory level of
competition, unless the item is not available within a
40CFR247.2(d);
reasonable length of time, fails to meet performance
standards, or is only available at an unreasonable
42 USC, sec. 6962 (c)(1)
price.
4.5.6.1 Chemical users shall support an affirmative
DOE O 450.1, sec. 5.d.(11);
procurement program that must be developed
to ensure that designated items are procured
EO 13101, sec. 402;
to the maximum extent possible and
consistent with provisions of the Federal
40CFR247.6;
Acquisition Regulations (FAR). The
48CFR23.4;
program shall contain at a minimum:
a) A preference program for purchasing
42 USC sec. 6962(i)(2)
the designated items;
b) A program to promote the affirmative
procurement program;
c) Procedures for obtaining required
estimates of the total percentage of
recovered material utilized,
certification of minimum recovered
material content actually used (where
appropriate), and reasonable
verification procedures for estimates
and certification, and;
d) Annual review and monitoring of the
effectiveness of the program.
4.5.6.1.1 In developing the preference
40CFR247.5;
program described in 4.5.6.1(a),
48CFR23.4;
above, the contractor shall consider
the following options:
42 USC, sec. 6962, (i)(3)
a) a policy of awarding contracts
to vendors offering an item of
highest percentage of
recovered materials
practicable;
b) minimum recoverable
materials content
