emergency, including:

Consideration of the risks versus the benefits of
activities that would require reentry under
hazardous conditions.
(2)
Priorities among reentry activities.
(3)
Guidance on authorizing personnel to receive
emergency-level dose or exposure, consistent with
DOE Order 5480.11(8)(p).
d. Procedures for management of reentry operations,

including:
(1)
Coordination of reentry activities with other federal,
state, tribal and local authorities.
(2)
Task planning and team selection, briefing, and
preparation.
(3)
On-scene personnel protection (see Guidance
7.10.b). Exposures should generally be limited to
normal occupational or administrative limits.
