The third column, entitled "Applicability and Plan Reference," contains blank lines to be used for
constructing a cross-reference between the guidance on the one hand and the plan and its supporting
documents on the other. Section A.3 explains the use of this cross-reference. Guidance that derives
exclusively from regulatory requirements are marked with an asterisk (*) next to the blank line.
In addition to Sections A and B, this document also includes three appendixes, containing references,
definitions, and acronyms.
In accordance with DOE Order 5500.1B, facility, site, and field element emergency plans are to be submitted
to the Cognizant Secretarial Officer (CSO) for approval. Review and approval will be coordinated by DP-23
for DP plans, by ER-8 for ER plans, and by EM-26 for EM plans, using this document as a guide.
