The plan should provide for immediate response to spills of

PCBs involving high-concentration (more than 500 ppm)

materials in any amount, or low-concentration spills

including 1 pound or more of PCBs by weight. Response

should include restricting access to the spill area,

documenting the area of the spill, and initiating cleanup

activities within 24 hours.
