Safeguards and Security personnel should have an understanding of the impacts
of their activities on facility safety, including the use of the Unreviewed Safety
Question process whenever facility modifications are proposed as a result of
deliberate act analysis or other safeguards and security requirements.
47.
Safeguards and security personnel shall demonstrate a working level knowledge
of methods to maintain communication with Headquarters, Field elements,
regulatory agencies, the public, and other stakeholders.
Supporting Knowledge and Skills
a.
Describe the Department's organization and discuss the Department's
procedures for communicating between elements.
b.
Describe the Department's procedures and policy for communicating with
regulatory agencies.
c.
Demonstrate the ability to present technical ideas in general terms to the public.
d.
Define conflict and discuss the win-lose and win-win methods of conflict
resolution.
e.
Discuss the purpose and describe the roles and responsibilities of safeguards
and security personnel for the following DOE Orders:
DOE O 151.1A, Comprehensive Emergency Management System
DOE O 200.1, Information Management Program
f.
Identify the internal and external groups with which the safeguards and security
personnel interface.
g.
Describe the different types of media that may be utilized to communicate with
these groups and discuss the advantages and disadvantages of each.
48.
Safeguards and security personnel shall demonstrate a familiarity level
knowledge of contract management and administration sufficient to appraise
contractor organizations participating in the safeguards and security programs.
Supporting Knowledge and Skills
a.
Discuss the key elements of the contractual relationship between the DOE and
its contractors.
b.
Discuss the roles and responsibilities of safeguards and security personnel in the
contract management and administration processes.
