Enabling Learning Objectives:

Given a facility condition requiring event classification, determine protective measures
for onsite personnel in accordance with emergency plan.

Develop a plan for protection of onsite personnel when normal protective measures,
routes, or devices are constrained.

Given emergency event condition and the emergency plan, identify the proper
protective action recommendations in accordance with the emergency plan.

Make conservative recommendations based on system status and given information.

Given emergency conditions, identify constraints or impediments that may impact timely
protection of the general public.
