3. QUALIFICATION REQUIREMENTS

Qualification for shift technical advisors should be documented by the responsible manager's

written endorsement of the satisfactory completion of initial training and qualification

requirements. Administrative procedures should be developed to describe the process for

progressing through the levels of qualification, frequency for and renewal of qualification, and

personnel record keeping. Facilities should describe the authority, duties, and responsibilities

of the STA in a procedure, policy, etc.

Qualification programs should be developed that include the elements identified in DOE Order

5480.20A, Personnel Selection, Qualification and Training Requirements for DOE Nuclear

Facilities.
