4.5.24 When a high pressure gas (non-liquefied) cylinder is in

use, the valve shall be fully opened to prevent leakage
around the valve stem.
4.5.25 Cylinders not having a fixed hand wheel shall have

keys, handles or non-adjustable wrenches on valve
stems while cylinders are in service.
