specifications developed by Federal agency personnel, outside groups under agency
regulations, or by organizations or committees made up solely of Government-agency

GRADED APPROACH. The process of assuring that the level of analysis,
documentation, and actions used to comply with a requirement in 10 CFR 830 are
commensurate with:
A. The relative importance to safety, safeguards, and security;
B. The magnitude of any hazard involved;
C. The life cycle stage of a facility;
D. The programmatic mission of a facility;
E. The particular characteristics of a facility;
F. The relative importance of radiological and nonradiological hazards; and
G. Any other relevant factor.

GUIDING PRINCIPLES. Conditions for performance of work that a Safety
Management System must address. The guiding principles for the Safety Management
System Policy (DOE P 450.4) are Line Management Responsibility for Safety, Clear
Roles and Responsibilities, Competence Commensurate with Responsibilities, Balanced
Priorities, Identification of Safety Standards and Requirements, Hazard Controls
Tailored to Work Being Performed, and Operations Authorization. These principles are

HARSH ENVIRONMENT. Air environment where service conditions are expected to
