HEARING OFFICER. An individual appointed by the Director, Office of Hearings and
Appeals (OHA) to conduct a hearing on a complaint filed under 10 CFR 708, pursuant to

HEAT RESISTANT. A material having the quality or capability of withstanding heat for

a specified period at a maximum given temperature without decomposing or losing its

HIGH CONTAMINATION AREA. Any area, accessible to individuals, where
removable surface contamination levels exceed or are likely to exceed 100 times the
removable surface contamination values specified in appendix D of 10 CFR 835. [10

HIGH-EFFICIENCY PARTICULATE AIR (HEPA) FILTER. A filter capable of
trapping and retaining at least 99.97 percent of 0.3 micrometer monodispersed particles.

HIGH EXPLOSIVES (HE). Explosive substances capable of mass detonation, and for
which there is a significant probability of accidental initiation or transition from burning

HIGH-LEVEL WASTE. High-level waste is the highly radioactive waste material
resulting from the reprocessing of spent nuclear fuel, including liquid waste produced
directly in reprocessing and any solid material derived from such liquid waste that
contains fission products in sufficient concentrations; and other highly radioactive
material that is determined, consistent with the existing law, to require permanent

transuranic waste and fission products in concentrations requiring permanent isolation.

HIGH RADIATION AREA. Any area, accessible to individuals, in which radiation
levels could result in an individual receiving a deep dose equivalent in excess of 0.1 rem
(0.001 sievert) in 1 hour at 30 centimeters from the radiation source or from any surface
