Assess the facility's graded program for controlling personnel access to: nuclear
materials; data for nuclear materials accountability, inventory, and measurement;
data generating equipment; and, other items/equipment where misuse or
tampering could lead to compromis e of the safeguards system.

Assess the contractor's graded surveillance program for monitoring nuclear
materials, detecting unauthorized activities or anomalous conditions, and for
reporting material and facility status.

Assess the contractor's c apability to detect and assess the unauthorized removal
of nuclear materials.
