3. ANALYSIS
As of July 1, 2006, the participation of 487 DOE and contractor personnel in 73 voluntary (i.e.,
non-Government) standards developing organizations has been recorded. Table 1 shows a
comparison of the number of participants among DOE organizations. This involvement in non-
Government standards activities encompasses 956 committees with 1100 participations on these
committees. Table 2 shows the overall level of participations decreasing from 1311 in 1999 to
1100 in 2006. A breakdown of the number of participations by voluntary standards developing
organization is reflected in Table 3. The 11 organizations listed in the table account for 76
percent of the total number of DOE participants. More specifically, 44 percent of participants
recorded as of July 1, 2006, involve the American Society of Testing and Materials (ASTM), the
American Society of Mechanical Engineers (ASME), and the Institute of Electrical and
Electronics Engineers (IEEE).
