2.2 Non-Government publications. The following document(s) form a part of this

document to the extent specified herein. Unless otherwise specified, the issues of the

documents adopted by DOE are those listed in the issue of the DOESI cited in the

contracting document. Issues of documents that are not listed in that DOESI shall be the

issues of the non-Government standards cited in the contracting document.

2.3 Order of precedence. In the event of conflict between the text of this document

and the references cited herein, the text of this document takes precedence. Nothing in

this document, however, supersedes applicable laws and regulations unless a specified

exemption has been obtained.
