DRUG CERTIFICATION. A written assurance signed by an individual with known past
illegal drug involvement, as a condition for obtaining or retaining a DOE access
authorization, stating that the individual will refrain from using or being involved with
illegal drugs while employed in a position requiring DOE access authorization (security

EDUCATION. The successful completion of the requirements established by an

EFFECTIVE DOSE EQUIVALENT (EDE). The dose equivalent from both external and
internal irradiation defined by Στ, Wτ, Hτ where Hτ is the dose equivalent in tissue T and
Wτ is the weighing factor representing the ratio of the risk arising from irradiation of
tissue T to the total risk when the whole body is irradiated uniformly. The effective dose

EFFECTIVE DOSE EQUIVALENT (HE). The summation of the products of the dose
equivalent received by specified tissues of the body (Hτ) and the appropriate weighting
factor (wτ)-that is, HE = ΣwτHτ. It includes the dose from radiation sources internal and/or
external to the body. For purposes of compliance with 10 CFR 835, deep dose equivalent
to the whole body may be used as effective dose equivalent for external exposures. The
effective dose equivalent is expressed in units of rem (or sievert). (See Committed Dose
