Intended Use. This standard is intended for the use of DOE managers responsible

for establishing and maintaining a Facility Representative program at DOE nuclear

facilities with the goal of ensuring that the Department's Facility Representatives are

selected based on consistently high standards and from the best qualified

candidates available, that they receive the training required for them to function

effectively, and that their expected functions, responsibilities and authority are well

understood and accurately documented. Guidance is provided in the following
